Law Courts
Court System: St. Petersburg court system has 20
different courts. In each district there is a District Court where a case is
usually heard by three professional judges. District Courts hear criminal and
civil cases when the plaintiff and defendant are physical persons. If either
side is not satisfied with the court's decision, or any procedural violations
occurred, then the case can be appealed to the Higher Municipal Court for final
judgment. A similar system operates in Leningradskaya Oblast (region) where
there are District Courts and a Regional Court. The Arbitrage Court of St. Petersburg
and Leningrad Oblast (region) is for corporate civil cases in which one or both
plaintiffs and/or defendants are either "legal persons", e.g. a corporation,
or have an "equal status".

Bar Associations: The trial lawyer structure in
St. Petersburg is divided into associations, colleges and consultations and
include about 1700 members. The best known are the International College of
Lawyers, The St. Petersburg United College of Lawyers and The College of Lawyers,
St. Petersburg. Their stated purpose is "the unification of activities
of professionals in the interests of defending citizens, their rights and freedom,
and to render them multifaceted legal assistance".

Customs
Customs officials are generally reasonable people and most guests pass through
entrance customs without difficulty. Exit customs can occasionally be a problem.
The customs official's job is difficult because rules are vague, contradictory
and changing, so that each official has considerable latitude to interpret the
code. Politeness, patience and understanding go a long way. Arrogance and rudeness
get you nowhere. Enlist their help in solving any problems.
